Long-Distance Calls
Long-distance calling may be provided by Global Steam Long Distance, an affiliate of Public Service. Global Stream offers a rate of $0.10 per minute for state-to-state calls inside the 48 contiguous United States and $0.17 per minute for all calls inside the state of Georgia. (Note: A Public Service Telephone customer may also choose another carrier for their long-distance service. For details, you may call the business office at 478-847-4111.)
Interstate Access Charge or Subscriber Line Charge (SLC)
An Interstate Access Charge of $6.50 will apply to each residential and single-line business access line. The charge of $9.20 applies to each multiline business access line. These rates are set and maintained by the National Exchange Carrier Association (NECA) Tariff. A copy of the NECA Tariff is on file in the Public Service business office – 8 N. Winston St., Reynolds, GA, and may be inspected during normal business hours.
Federal Universal Service Charge (FUSC)
The FUSC is a program that is administered by the National Exchange Carrier Association (NECA) and is additionally administered by the Federal Communications Commission (FCC). The fund helps bring affordable basic phone service to all Americans. The fund also assists schools, libraries, and rural healthcare providers in obtaining affordable phone and other telecommunications services. The FUSC is calculated as a percentage and is applied to the aforementioned $6.50 and $9.20 charges on the telephone bill. The rate also applies to the Access Recovery Charge (ARC).
Access Recovery Charge (ARC)
The Access Recovery Charge is a fixed charge that is calculated and administered by the National Exchange Carrier Association (NECA). The fee is charged on the local telephone bill and helps companies like Public Service recover part of the revenues lost due to certain FCC decisions. The ARC charge is not optional and may not be adjusted off the monthly bill. As with the other fees, the ARC charge is calculated and administrated by the National Exchange Carrier Association (NECA). The charge may change from time to time as dictated by NECA.
Enhanced 911 Charge (E-911)
All telephone lines that can access the emergency network by dialing 911 are charged a monthly fee which is usually $1.50 for landline telephone service. This fee is imposed and administered by the Local County Government.
Telecommunications Relay Service (TRS)
The Telecommunications Relay Service is a fee that is administered by the Georgia Public Service Commission (GAPSC) and is put in place to assist local telephone companies in providing services that transmit and translate calls for customers with hearing and speech disabilities. Customers may access this service by dialing 711 and will be connected to a Georgia Dual Party Relay Operator.
